Tutoring takes a bit of time when having to send files and wait for the tutors to look at them, some of us can't afford it so we use what the school gives us for free to use. This prevents us from learning and getting the help we need because they must review the assignment while we are in the middle of the tutoring session and so we lose that time for the future. This shouldn't be an issue, it should be a given.
